Perhaps There's a Little More to This

Both Boz and Mr. Trend point to failed plebiscites over the weekend in the French Overseas Departments of French Guiana and give two reasons for their failure:

1. The significant subsidies given by the French government to these colonies overseas departments.
2. The lack of confidence in their own political leaders.

I'd like to add a third: the fact that by virtue of their being overseas departments, they are also part of the European Community.
